Chinese military troops available for MH370 search

The Chinese military will make sure enough troops are available during search efforts for the missing Malaysia Airlines flight MH370, the country’s Defence Ministry spokesman said on Thursday.
Speaking at a regular press briefing, the spokesman, Geng Yansheng, said three Chinese naval vessels, which include two helicopters, and two Chinese IL-76 transport planes were involved.
He said they were searching for MH370 in the Indian Ocean west of Australia.
“Naval vessel Jinggangshan, an amphibious landing vessel, is heading for southern Indian Ocean waters, while rescue vessel Yongxingdao remains in the eastern part of the south Indian Ocean.
“The 17th Chinese escort naval fleet heading for the Gulf of Aden and the waters off Somalia will also help search key areas.
“So far, the Chinese naval vessels have scoured 93,000 square kilometres of sea areas, while Air Force planes have searched an area of 102,000 square kilometres.
“More than 10 military satellites were deployed in the search,’’ Geng said.

Mallam Lamido Sanusi Turns Down FRC Invitation, Citing Bias, Absence Of Statutory Power, and Violation Of Rule of Law

Sanusi-Lamido-SanusiMallam Sanusi Lamido Sanusi, the suspended Governor of the Central Bank of Nigeria (CBN), has declined the invitation of the Financial Reporting Council of Nigeria (FRC) to appear before it, citing bias, breach of the rules of natural justice, absence of statutory power, violation of the rule of law, and conduct prejudicial to good public administration and the special position of the CBN.
In a letter to the Executive Secretary/Chief Executive Officer of FRC, his lawyer, Kola Awodein, recalled that following a letter of invitation from the FRC dated 14 March, Mr. Sanusi responded on 16 March seeking clarity on the specific activities of the CBN sought to be investigated, to which he was yet to receive a response.
“Our Client was thus surprised to see the FRC’s advertorial on page 51 of ThisDay Newspaper and page 34 of the Punch Newspaper (as well as other newspapers) on 24 March 2014 inviting him in respect of the same subject matter,” the letter said.   “We take the view that this advertorial is in bad faith, just as it is calculated to embarrass and disparage our Client. We are also of the firm view that this advertorial is evidence of an avowed intent to act prejudicially.”

Gunmen kill tricycle rider in Aba

The Abia Police Command on Thursday confirmed the killing of a tricycle rider identified as Chidera Agu in Aba by unknown gunmen.
The Commissioner of Police in the state, Mr Ibrahim Adamu, told newsmen that his men have launched a manhunt for the assailants and appealed to anyone with useful information to assist the police.
“The command wants to appeal to residents who have useful information which could lead to the arrest of the culprits to inform the nearest police station in their area,” he said.
The  commercial tricyclist was shot at Nwanguma Street in Aba South Local Government Area.
A resident of the area said that the tricycle operator was shot at around 9 p.m. while the attackers made away with his tricycle.
“When we got to the scene, the gunmen had dispersed but we later heard that a patrol team from Ndiegoro Police Division picked the corpse.
“His family went to the police station where they identified him as a tricycle operator,” the resident said.
The family members could not be reached as at the time of filling this report.
The police said the body of late Agu had been deposited at an undisclosed morgue pending the conclusion of investigation on the matter. (NAN)

Oil prices jump on Nigeria supply worries

Oil prices rose solidly on Thursday for a second day running amid worries about curtailed supplies from Nigeria and more signs of strength in the US economy.
New York’s main contract, West Texas Intermediate (WTI) for delivery in May, rose $1.02 from Wednesday to $101.28 a barrel.
Brent North Sea crude for May added 80 cents to stand at $107.83 a barrel in London trade.
The gains came after Shell declared force majeure on deliveries of its crude from the Forcados terminal in Nigeria after a major export pipeline was sabotaged.
Meanwhile, demand prospects in the United States looked better after fourth-quarter economic growth was increased to a 2.6 percent annual rate, with the upward revision coming from stronger consumer spending.
Tighter crude supplies in the Cushing, Oklahoma. depot where WTI is delivered also underpinned the higher US prices.
“While geopolitical events will influence price of Brent, WTI prices will be guided by economic data from the US,” said Ernst & Young analyst Sanjeev Gupta.

It said that Jonathan called for partnership between CITO and Nigerian examination bodies in the conduct of e-testing and other forms of electronic innovations in Nigeria.
The statement said that the president promised to ensure that the board was adequately financed to establish centres to conduct the CBT during the forthcoming UTME.
Prof. Dibu Ojerinde, Registrar of JAMB, at the forum, said that the collaboration with CITO would help the board to administer the test.
Ojerinde said that there were some challenges experienced in the conduct of the last UTME, using the CBT.
He, however, said that the body was determined to resolve the challenges.
The registrar said that 100,000 candidates in 55 centres took the 2013 UTME, using CBT.
“Based on the success of the test last year, more of the UTME candidates have indicated interest in the CBT.
“This year, the examination will be taking place in 153 centres with 600,000 candidates across the nation,’’ the statement quotes Ojerinde as saying.
Ojerinde explained that the CBT was introduced to curb examination malpractice, result black-out and other challenges  undermining the paper pencil test.(NAN)

Court declares FRSC’s new number plates illegal

The new number plates introduced by the Federal Road Safety Commission, is unconstitutional, a Federal High Court in Lagos said today Wednesday March 26th.

Premium Times reports

Delivering judgment in a suit filed by Emmanuel Ofoegbu, a lawyer, against the FRSC, the judge said that it was unlawful for the commission to impose the new number plates on Nigerians, where no existing law permitted it.
“The issue of redesigning new number plates by the respondent, is not covered under the provisions of any law in Nigeria,” said James Tsoho, the judge.
“The respondent (FRSC) cannot force Nigerians to acquire new plate numbers by impounding cars, without the backing of any legislation to that effect.
“I hold that the act of the respondent amounts to an arbitrary use of power, and is therefore illegal and unconstitutional.
“Judgment is therefore entered in favour of the plaintiff, and all the reliefs sought is hereby granted, I so hold,” the judge added.

Mr. Ofoegbu filed the suit on September 30, 2013, through a Human Rights Activists, Ogedi Ogu, challenging the power of the FRSC to impound vehicles of motorists who failed to acquire the new numbers.

Mr. Ofoegbu had sought a declaration that the threat by the FRSC to impound vehicles of motorists, who failed to acquire the new number plates, was invalid and unconstitutional.

In his statement of facts, the plaintiff averred that the old plate numbers were issued under the provisions of the National Road Traffic Regulations (NRTR) 2004.

He averred that the NRTR 2004, is a subsidiary legislation made under the FRSC Act, Laws of the Federation as revised in 2004.

According to the plaintiff, the NRTR 2012, in Regulations 230 (2), provides that “the revocation of the 2004 Regulations, shall not affect anything done, or purported to be done pursuant to that Regulation”

Mr. Ofoegbu stated that there is no law made in accordance with the 1999 Constitution of the Federal Republic of Nigeria (as amended), which prohibits the use of the old plate numbers, or declares its use as an offence.

Oscar nominated actor Barkhad Abdi stopped by immigration over ciminal past

Oscar nominated actor and BAFTA winner Somali-born Barkhad Abdi was stopped by immigration on returning to the US last month after he traveled to London to accept his BAFTA Award for Best Supporting Actor for his first movie role in Captain Philips.

The former limo driver was stopped by US customs officials because of his lengthy criminal record which includes drug possession, card fraud and giving police fake name. He was jailed twice for the offences back in 2012.

Star Tribune reports that Barkhad now faces a hearing with Customs and Border protection this week that carries the possibility of deportation. However, a source told the newspaper said it was unlikely that the 28 year old, who is a permanent legal resident in the U.S, would be deported since customs officials usually only do that in the most serious cases.

Wanted: 2015 Candidates

UNLESS we do a lot more than we are doing now, the 2015 elections would produce the same unsatisfying outcomes as we have had since 1999 and for which we have loudly complained without addressing our concerns.
The results, and the lengthening complaints about politicians and their ways, have little to do with political parties. Almost everything boils down to quality of candidates – the quality, in high numbers, is regrettably poor.
Across the parties, candidates who offer themselves for elections, those who are mostly pressed to run for office and those who support them within the system, have created  methods that leave voters with minimal knowledge about candidates. While we are supposed to vote for candidates with character and credentials, INEC’s time-table for elections have minimal provision for adequate scrutiny of those who want to lead us.
We have paid direly for the oversight since 1999. We would pay the same price again if there are no strong voices, representing the voiceless, who are asking candidates what they would do with Nigeria when elected.

EU, Nigeria sign 10m Euro deal to fight Boko Haram

The European Union and the Federal Government yesterday signed an agreement for a programme aimed at promoting women’s engagement in peace and security in Northern Nigeria.
The European Union is funding the 1Om Euros (N2.1bn) worth of project, which will be implemented by the United Nations Women (UN Women) in partnership with the United  Nations Children’s Fund (UNICEF).
The agreement was signed by Supervising Minister of National Planning Commission, Ambassador Bashir Yuguda on behalf of the Federal Government of Nigeria, while the European Union Ambassador to Nigeria, Michel Arrion, signed on behalf of the EU.
EU said, the programme is in line with the 2011 Annual Action Plan approved by the European Commission, covering a number of projects in priority sectors jointly agreed in the context of the Country Strategy Paper signed between Nigeria and the EU in November 2009.
According to the EU ambassador, ‘The Programme aligns with the EU’s Country Strategy paper for Nigeria and Comprehensive Approach to the EU Implementation of the United Nations Security Council Resolutions 1325 and 1885, the new local regular dialogue on peace, security and stability as agreed in the Third Nigeria-EU Ministerial meeting (8th February 2012) and the EU Action Plan on Gender Equality and Women’s Empowerment in development (2010-2015). The Programme will also contribute to meeting the national aspirations as encapsulated in the Nigeria’s vision 20:2020″.
The project also seeks to create mechanisms to enhance women’s participation in peace building.
It follows the multi-level model for implementation of the United Nations Security Council Resolution (UNSCR) 1325, and contributes to it through three specific and inter-related objectives: Support women’s participation in conflict prevention and peace building; develop tools and mechanisms to mitigate conflict’s impact on women and girls; and establish a conducive environment for strengthening the implementation of UN Security Council Resolution (UNSCR) 1325.

Mystery trails missing Malaysian plane

Seventeen days after it went missing, mystery still trailed the missing Malaysian Boeing 777 aircraft as Prime Minister Najib Razak announced that a new analysis of satellite data received yesterday  indicated that flight MH370 crashed in the southern Indian Ocean
Crew members from the Royal Malaysian Air Force talk to each other onboard a Malaysian Air Force CN235 aircraft during a search and rescue (SAR) operation to find the missing Malaysia Airlines flight MH370 plane over the Strait of Malacca on March 14, 2014. Malaysia confirmed on March 14 that the search for a missing Malaysia Airlines plane had been expanded into the Indian Ocean, but declined to comment on US reports that the jet had flown for hours after going missing. AFP PHOTO / MOHD RASFAN
The global search for the Malaysian plane with 230 persons on board still remains nerve wrecking as the location of the plane has not been found.
No fewer than 26 nations have pored over radar data and scoured a wide swath of Asia for weeks with advanced aircraft and ships in a deeply frustrating attempt to find the plane.

The Orgasmatron: Strange tale of a pleasure implant

(Getty Images)
(Getty Images)
Pleasure-inducing implants can induce orgasms at the push of a button, but as Frank Swain discovers, there’s a curious history behind this technology.
This month, news outlets worldwide issued breathless reports of a wondrous implant that causes orgasms at the touch of a button. The Orgasmatron, patented by Dr Stuart Meloy, is a small box wired to the spine that can send out waves of pleasure signals whenever the user desires. Dig a little deeper though, and it turns out this technology has a strange and fascinating backstory.
“You’re about the sixth or seventh reporter to call, and I’m wondering what is going on,” a perplexed Meloy told me. His confusion is justifiable. Recent news reports about the device are based exclusively on a 13-year-old story in New Scientist magazine which recently appeared on web powerhouse Reddit, a user-curated repository of interesting things. In the long interim, Meloy has been trying to attract interest and funding for his device, without success.
Meloy is a physician and co-founder of Advanced Interventional Pain Management, a clinic that treats patients suffering from chronic pain. Through this centre, he began working with electronic implants. Attached to nerves in the spine, these devices send out continuous, low pulses to dull chronic pain. But following an operation to install an implant, one patient reported an unusual but not undesirable side effect: the device emitted intensely pleasurable sensations. Meloy realised that he had a powerful technology in his hands, one that he thought might be used to treat men and women suffering sexual dysfunction.

Naira: Critical moment for currency on life support

Today is a critical moment for the Naira. Its fate, at least for the next two months, will be decided by eleven economic experts who meet regularly to review and take decisions on policies that influence money supply in the Nigerian economy. For the past three years or so, members of the Monetary Policy Committee (MPC) of the Central Bank of Nigeria (CBN) have consistently decided to defend the naira.
Though the main objective is to ensure stable prices of goods and services, by curtailing the rate of increase in these prices (known as inflation rate), they reasoned that since most of the things we consume in Nigeria are imported, it is critical that the amount of naira we spend to obtain a dollar (naira exchange rate)  should be stable. The belief is that if the naira exchange rate is allowed to increase, the price at which we buy these imported goods will increase and thereby increase the inflation rate.
But  the amount of dollars available to the country, for transactions with other parts of the world (external reserves) has been declining steadily. From a peak of $48 billion last year….it dropped to $38.2 billion as at last week. If this trend continues, we may not have enough dollars to import and meet other foreign obligations. When a commodity is scarce or would soon become scarce, its price will definitely go up, and  people will begin to horde the commodity either against future use, or to sell when the price goes up and hence make huge profit.

Eight questions FG must answer over increased electricity tariff

Prepaid meters
The United Nations has published the Joint Letter of Concern sent to the government of President Goodluck Jonathan in which they expressed concerns that “access to electricity (and regularity of supply) is a significant problem in Nigeria,” and raised eight questions for the government to answer within 60 days.
The letter by two special rapporteurs expressed concerns that “at the end of 2012, Nigeria with a population of about 160 million people only generated about 4,000 megawatts of electricity, which is ten times less than some other countries in the region with less population.”
“To date, the government has not responded to the eight crucial questions raised by the UN on the unfair and discriminatory electricity tariff,” said Adetokunbo Mumuni, Executive Director Socio-Economic Rights and Accountability Project, SERAP.
The UN special rapporteurs argued that “all beneficiaries of the right to adequate housing should have sustainable access to energy for cooking, heating and lighting. The failure of the States to provide basic services such as electricity is a violation of the right to health.”
The rapporteurs Ms. Magdalena Sepúlveda Carmona, Special Rapporteur on extreme poverty and human rights and Ms. Raquel Rolnik Special Rapporteur on adequate housing sent the letter following a petition lodged last year by a coalition of human rights activists, labour, journalists and lawyers led by SERAP. The petition alleged that the implementation of the Multi-Year Tariff Order II, MYTO II, by the Nigerian Electricity Regulatory Commission, NERC is “having detrimental impact on the human rights of those living in poverty in the country.”
Consequently, the special rapporteurs wanted answers to the following questions: Are the facts alleged by SERAP and others accurate?; What kind of impact assessments were conducted to gauge the potential impact of the electricity tariff increases on the human rights of people living in extreme poverty in Nigeria? If so, provide details; Did public consultations take place, including with potentially affected persons and especially people living in extreme poverty, prior to the adoption of the new Multi-Year Tariff Order II? If yes, please give details of the dates, participants and outcomes of the consultations.
Was accessible and culturally adequate information about the measure actively disseminated through all available channels prior to consultation?; What measures have been put in place to ensure that the human rights of people living in extreme poverty in Nigeria will not be undermined by the increase in electricity tariffs? In particular, what measures are in place to ensure that they can enjoy their right to adequate housing, including sustainable access to energy for cooking, heating and  lighting, which is a component of this right?
What mechanisms exist to ensure transparency, accountability and regular monitoring over the use of tariff revenue within the government? What mechanisms are available to address allegations of corruption, or other complaints? What mechanisms are in place to monitor and regulate service provision by private actors, as required under the State’s duty to protect?
Please describe any existing policies or measures aimed to promote affordability of electricity provision for people living in extreme poverty. Are any subsidies already available and implemented? What is being done to mitigate the hardship imposed by increased tariffs, especially for persons living in poverty?
According to the special rapporteurs, “We would be most grateful to receive a response within 60 days, which will be made available in the report that we will submit to the Human Rights Council for its consideration of the matter.”
They said that services “such as electricity must be provided without discrimination towards people living in poverty and that no one should be denied access to essential services because of an inability to pay”.
They also said that, “Less than 50 per cent of registered electricity customers have access to electricity meters, and  ongoing inaccuracies in measuring electricity usage will continue to hinder fair  electricity access and exchange.”
They wanted answers to the alleged “mismanagement throughout the privatization process, and around $3.5 billion that has been mismanaged annually over the last ten years, and a total of $16 billion released to improve electricity supply in the country that has not been properly accounted for.
Other signatories to the petition sent to the special rapporteurs in September last year include: the Nigerian Guild of Editors (NGE); Wole Soyinka Centre for Investigative Journalism (WSCIJ); Women Advocates Research and Documentation Center (WARDC); Women Empowerment and Legal Aid Initiative (WELA); Partnership for Justice (PJ); Education Rights Campaign (ERC); Nigerian Union of Journalists (NUJ) Lagos State Council; Nigerian Labour Congress (NLC), Lagos; Nigeria Bar Association (NBA) Ikeja branch; National Union of Food Beverage and Tobacco Employees (NUFBTE), and Joint Action Front (JAF).

Protecting children from the scourge of homosexuality

PRESIDENT Goodluck Jonathan has largely been commended by a cross section of Nigerians for the government’s firm stand against homosexuality. Though political leaders and civil society groups in Europe and America have been up in arms since the bill was signed into law, many Nigerians know better: a number of these world leaders are only supporting same-sex unions for the sake of “political correctness”, so as to win elections.
Apart from the grave spirit-ual dangers of sexual liaisons among people of the same gender, homosexuals expose themselves to fatal health hazards which have been highlighted at various fora. It is a well-established fact that the HIV/AIDS virus thrives more among homosexuals. It is curious that despite the restraints that should have been imposed by the AIDS disease, which has swept off millions of victims, many are still involved in same-sex unions.
Moreover, medical experts have confirmed that anal intercourse which homosexuals practise tends to stretch and greatly weaken the anal sphincter muscles, leading to serious digestive problems, constipation, irregularity (of bowel movements), and ultimately to cancer of the rectum. Many homosexual men have to wear diaper-like products…
We need to point out however that some mischievous and unscrupulous persons have been recruiting innocent young ones into these foolish habits. And some having been lured in, find it difficult to break away. It is vital therefore that parents and guardians should be vigilant so that they could take quick remedial actions in case their children and wards are nursing homosexual tendencies or if anyone with such disposition is fraternizing with their children or family members.
Some of the common habits of homosexuals as stated by experts are that:
They walk, talk and dress in a feminine or lady-like manner (though here in Nigeria the issue of dressing is not so apparent). They are often very gifted in the arts and so attract people to themselves.
There is an unnecessary touching of hands, arms and shoulders. In the homosexual the elbow grip is a well-known sign. They like to hug, or hold the person by the waist, holding hands while walking, etc.

Anambra cult war: Monarch confirms 5 dead, 15 injured

The traditional ruler of Obosi community in Idemili North Local Government Area of Anambra State,  Igwe Chidubem Iweka, has confirmed the death of five persons in the area, while 15 others were critically injured in renewed violent clash between two suspected cult groups.
In a petition to the Speaker of Anambra State House of Assembly, Iweka noted that Obosi Kingdom is  under siege and has been overrun by cultists resulting in serial cult wars.
According to the petition written on his behalf by his legal counsel, Austin Oguejiofor Esq., the cultists, armed with guns and other dangerous weapons, murdered Mr. Pope Okeleke and Mr. Tochukwu Obidiozor from Ugamuma  village, Obosi.
In the petition entitled: “For your information and necessary action in respect of the return of violent killings and cultism in Obosi Kingdom”, the monarch also mentioned Mr. Odinaka Umolu and one other unidentified person from Ire village, Obosi as those  murdered, adding that the police and local vigilante group had been  overwhelmed by the cultists.
In the petition, copied to the army, the police, DSS and National Assembly, the monarch expressed the fear that his investigation  revealed that the cultists were  planning to invade his palace since they perceived him as the arrow head  of the war against cultism in the area.
He therefore urged the authorities to take urgent steps to set Obosi Kingdom free from the  cultists.
Meanwhile, the Anambra State Director of Security Services, DSS, Mr. Alex Okeiyi, confirmed the killings in Obosi but said he did  not know the actual number of the deaths.
Speaking in the same vein, the state Commissioner of Police, Mr. Usman Gwary, who spoke through the Police Public Relations Officer, PPRO, Emeka Chukwuemeka (DSP), confirmed the crisis and killings in Obosi but said he could not put a figure to the causalities.
